PROBLEM

Single-stair code reform would make small lots buildable for small apartment buildings. How many lots qualify?

SYSTEM

The minimum rotated rectangle of every parcel in the San Francisco Assessor map (about 226,000 parcels), in US feet; an interactive Leaflet viewer; and a Culver City counter-example.

EVIDENCE

29,701 (15.7%) ideal-band and 63,119 (33.3%) flexible-band lots out of 189,636 residential-zoned lots.

In Culver City only 14 of 7,401 residential parcels (0.2%) fall in the flexible band.

STATUS AND LIMITS

The counts are a geometric upper bound.

MY ROLE

I wrote the analysis and the viewer; the first version took a week in May 2026.
